新型コロナウィルス感染症拡大に伴う2020年度の長期の学校臨時休業の影響を受けた大阪府において、各学校のカリキュラムマネジメントに関して、市町村教育委員会がどのような指導・支援をいかなる方針・体制・過程で行なったかについて明らかにすることを目的として、市町村教育委員会対象の質問紙調査を実施した。指導・支援の対象は、教育課程の再編成に直結する事項が中心で、実施・評価・改善や学校外部との連携促進への指導・支援は相対的に少ない傾向だが、配慮した教育委員会も存在した。自治体の人口規模、財政力指標、指導主事の数により指導・支援の数には有意差がみられたが、大きな差ではなかった。ビジョンを示し学校と共に課題解決にあたることを重視する教育委員会が多かった。全ての教育委員会が校長会と調整をしながら指導・支援を行なったが、そこでは教育委員会が主導的役割を果たした。ただし、教育委員会の主導性を、「敏捷に過去の価値観や方法を問い直して人々を勇気づける変革的リーダーシップ(露口2020)」の観点からみると、変革的リーダーシップを発揮したとまで評価される教育委員会は多くはなかった。|Osaka Prefecture was affected by the long-term temporary school closure in 2020 due to the spread of COVID-19 infections. This study clarified the types of guidance and support given to each school by the 43 municipal boards of education in Osaka Prefecture regarding curriculum management. To that end, we conducted a questionnaire survey for all municipal boards of education. It was found that the reorganization of the curriculum needed the most guidance and support; whereas guidance and support for implementation, evaluation, improvement, and promotion of cooperation with outside schools was relatively small. Moreover, there was a statistically significant, but not large, difference in the amount of guidance and support depending on the population size of the local government, the financial strength index, and the number of supervisors. In providing guidance and support, many boards of education emphasized the vision and focus on solving problems together with the schools. All boards of education provided guidance and support in coordination with principals' meetings, where the former played a leading role. However, from the perspective of ”transformative leadership that agilely re-questions past values and methods to encourage people (Tsuyuguchi2020),” our study found that there were not many boards of education having demonstrated transformative leadership. |
